Twenty-Four Overtures Reviewed; Several Flagged for Conflicts or Ambiguity
The Committee on Constitutional Business (CCB) met April 27-28, 2026, in Lawrenceville, GA and reviewed 24 overtures referred by the Stated Clerk for advice on constitutional compliance. CCB opinions are advisory — the Assembly is not bound by them — but they surface significant legal and polity concerns commissioners should weigh before voting.
Most overtures were found not in conflict with the Constitution. Overture 2 was found to conflict with BCO 25; Overture 19 was found to conflict with the constitution by extending representation in higher courts to mission churches; and Overture 20 was found to conflict with Preliminary Principle 6 and BCO provisions governing church governance.
Overtures 14, 17, and 18 were flagged as 'unclear in several respects' — a softer designation signaling drafting ambiguity. All CCB opinions were adopted unanimously by the seven-member committee.
